Every other statement is correct.  There are three sailors.  3 x $9 does equal $27.  The front desk little punk did take $2.  And $27 + $2 does equal $29.

But there is no missing dollar because the front desk man is stealing $2 from the $27 that the sailors paid.  That equals the $25, which is what the motel now owns.</description>
